I am directed by the Marquess of Lansdowne to transmit to you, to be laid before the Secretary of State for the Colonies, copy of a letter which has been received from the China Association drawing attention to the practice of the postal authorities at Canton and of the Russian postal authorities of issuing stamps surcharged with the words Canton and "Kitai" respectively, and suggesting that the British post offices in China should adopt similar measures, surcharging Hongkong stamps in the same way.

The Association has been informed that their representations will be brought to the notice of the Colonial Office, as the British post offices in China are under the control of the Postal Authorities at Hongkong.
